I am not saying whether or not the statements in the Bible are historicly accurate or whether or not you should obey what God says to do in the Bible

But there is no where in the Bible that forbids polygyny in general only places that forbid polygyny under narrow circumstances

There is no rule in the Bible which allows a unmarried man to marry a unmarried woman that does not also allow a married man to marry an unmarried woman unless it is forbidden by 1 of the narrow circumstances

Then part or some of the set of statements within the claim are true but not all of them and part or some of the statements are false but not all of them which is why it is called partly true and not completely true or completely false
