This is the level of licensing you need to simply install a new circuit into a basic 120/240v breaker box. It's a trivial task, as is most electrical installation. This is all at the state level, often effectively delegated to some trade organization.

Most people don't even begin to comprehend how terminally strangled the US economy is from every angle at every level.
