Let's say you are not a Muslim and want to move to a Muslim neighborhood and sign up to pay the Jizya tax and then they can protect you from your own country that is treating you worse than the Muslims would with their Jizya tax
Would you go to a Mosque and say I want to pay the Jizya and sign up for protection
How would you go about doing it when there is more than one Mosque all competing and your country is not officially a Muslim country

@RodrickSage I personally would not mind to convert. For me christians are too weak and they do not stand away from jews.
In Islam they are both inferior to muslims.
